CASA-1000 Community Support Project

To ensure benefits to communities that are situated along the transmission line, the World Bank has initiated Community Support Projects in all four participating countries by investing in local-level infrastructure improvements. The Tajikistan portion of the 170km transmission line extends from the northern Sughd region to the southern Khatlon region.


CENTRAL ASIA SOUTH ASIA ELECTRICITY TRANSMISSION AND TRADE PROJECT (CASA-1000)

ABOUT CASA-1000 PROJECT 

CASA-1000 is a largest energy project. It involves the construction of a cross-border high-voltage transmission line, which will connect the energy systems of Kyrgyz Republic and the Republic of Tajikistan with Afghanistan and Pakistan. The CASA-1000 Project will export electricity from the Central Asia (Kyrgyz Republic and the Republic of Tajikistan) to the South Asia (Afghanistan and Pakistan). The expor of this electricity is possible because a significant amount of hydropower potential is available in the summer months in the Republic of Tajikistan and the Kyrgyz Republic. The surplus electricity will be exported to generate revenues for the benefit of the population in Tajikistan.
The project will provide a long-term source of income to Tajikistan, which will be used to improve electricity supply reliability and services for people.

CASA-1000 PROJECT WILL

Contribute to economic growth and poverty alleviation;

Increase reliable electricity access;

Increase regional trade and investment opportunities;

Contribute to the environmental benefits (due to hydropower use);

The CASA-1000 project in Tajikistan is funded by the World Bank, the European Investment Bank, the Islamic Development Bank, the European Bank for Reconstruction and Development and by bilateral donors.


COMMUNITY BENEFITS

The CASA-1000 project aims to involve the local communities living within the transmission line. Community benefit sharing will be took into account during the whole project implementation period (design, construction, and operation).
The CASA-1000 Community Development Fund is expected to contribute by investing in community development in the future. As a result of these investments, more people will get access to the improved electricity supply and socio-economic infrastructure.

CASA-1000 COMMUNITY SUPPORT PROJECT

To ensure benefits to communities within the transmission line, the World Bank has initiated Community Support Projects in all four participating countries by investing in local-level infrastructure improvements. The Tajikistan’s portion of the 170km transmission line extends from the Sughd region in the north to Khatlon region in the south.
The project objectives are to increase the quality and the access to energy, social and economic infrastructure services, and to contribute to the strengthening of local governance in communities of the project area.
The project will be implemented by the Energy Sector Project Management Unit/ OJSHC Barqi Tojik, and the National Social Investment Fund of Tajikistan.

SCALE AND SCOPE OF THE PROJECT

CASA-1000 СP will invest in the improvement of local infrastructure and public services by financing sub-projects for the rehabilitation and modernization of power systems, as well as infrastructure at the village level to improve the reliability and quality of service. Subprojects chosen by the communities themselves will be financed from the allocated sub-grants.

CASA-1000 CORRIDOR OF IMPACT/TAJIKISTAN WILL

  • Contribute to economic growth and poverty alleviation;
  • CSP will be implemented in villages within the CASA-1000 Corridor of Impact in Tajikistan, defined as 1.5 km on both sides of the CASA-1000 Transmission Line;
  • There are 65 villages, 22 Jamoats and 12 districts in the Corridor of Impact;
  • Over 123,000 people living in villages within the Corridor of Impact in the Republic of Tajikistan will benefit;
  • Villages will benefit from the improvements of the quality and reliability of electricity supply, by upgrading village-level infrastructure (e.g. replacement of old power poles and transformers);
  • The Energy Sector Project Management Unit/ OJSHC Barqi Tojik will be responsible for procuring, installation, operation and timely maintenance of the new equipment;
  • Villages will receive sub-grant allocations for socio-economic subprojects based on population, relative need, and distance to the CASA-1000 Transmission Line.

ISFARA REGION - BORDER AREAS NEAR THE KYRGYZ PART OF THE CASA-1000 TRANSMISSION LINE

CSP will finance the construction of a new Isfara-1 Substation with 110kV pressure to electrify surrounding communities.
CSP will also support villages in border areas of Isfara city.
There are 50 Mahallas in Vorukh and Chorkuh jamoats of Isfara city, (included into 11 groups) which will receive benefits from the CSP Over 73,000 people living in Vorukh and Chorkuh jamoats of Isfara city will benefit from the project

Also there will be improvements of intra-village electricity supply (e.g. connections, transformers, substations). The Energy Sector Project Management Unit/ OJSHC Barqi Tojik, will be responsible for procuring, installation, operation and timely maintenance of the new equipment.
The 11 groupings of Mahallas will receive sub-grant allocations for socio-economic subprojects based on the population and relative need.

PROJECT IMPLEMENTATION APPROACH

The project will use a Community-Driven Development approach so that communities are empowered and engaged in the decision-making process about the use of resources made available through the project. Communities will join together to prioritize their needs, to make decisions on how the grants will be used, to help to implement, and to monitor the construction. For example, communities will prioritize their electricity needs, assist with implementation and oversee the construction phase. A community will independently make decision for identifying their priorities.
